It could, but I ran into this problem with a Heathkit IG-102. It has the vernier assembly made as part of the tuning cap shaft. After trying multiple kinds of lubricant, I finally tried it dry, which solved the problem. Lubricant prevented the shaft from providing sufficient friction to move the balls.
That's why I keep a big magnet in my shop!

The vernier needs a lubricant with a little more viscosity...That'll take the play out of it....

use supper lube that grease is not as good long turn i have to heat it up on reel to reels ,,not fun
