One, It's simply familiar to USFIV Evil Ryu's theme due to it being a sadder theme of Ryu but perfect for Evil Ryu due to the Satsui No Hādo finally consuming Ryu and creating a monster not even Akuma could stop. And 2, It describes his entire Character. Judging from the POV of a non-Sf fan, They would possibly look at this and think "Wow, This is a sad theme because the hero turned evil without intending to." Or something but yeah! I love it!
