I have to imagine if you ignore the wow factor of it existing and getting to open it, adding an Alpha pack to a chaos draft has to be awful with the high chance of getting five lands and a majority of the other cards being highly unplayable
Coldsnap, Fallen Empires (2x for card count), Saviors of Kamigawa. if we stick with sets designed to be drafted, replace the Fallen Empires packs with Rise of the Eldrazi becuase like Coldsnap it doesn't work well unless it's all 3 packs For anyone who hasn't ever tried to draft Fallen Empires: Thallids is the only viable archetype and there is zero removal
Alara Reborn is also dogshit in chaos drafts, you might get a pack with nothing you can even reasonably cast. Power level might be there, but its still pretty low, and every card has a very demanding mana requirement.
If all the boosters have a low power level, playability of individual cards will be higher relatively speaking. Maybe to make the whole draft miserable, add a very powerful booster so that the other two really don't matter.
A lot of people saying Fallen Empires, but I’m going to disagree. As sets from that time period go, it’s probably among the more playable. Very little removal, but at least there are plenty of creatures and they’re mostly not terrible on rate. Compare that to the draftability of a set like Antiquities or The Dark; just full of stuff that doesn’t do anything.
Homelands, Fallen Empires, The Dark. For obvious reasons, not the least of which include a complete lack of power of any kind and small pack sizes. You might not even be able to cobble together a playable 40 EVER.
I think legends should be in There, while maybe not fair as is wasn't intended to be drafted the combo of a third of the set being unplayable e en by 1994 standards and a third being wildly over powered coupled with a non functional level of diversity seems crazy

If everything is equally bad, you'll always have something playable. There have to be massive outliers to make it bad.
