Lol doing it for 30+ years and this is how to break it in is . There's no reason he can't tune it better then that it's obvious he doesn't know how to.
you should Tune the Fuel Mixture, Tune the Idle Screw to get Proper Idle RPM,.. before you runs you shoul Break in Procedure (Inreyen) first to set the moving metal parts in proper dimension, Lubrication and Clearance

I tried again, full tank of gas and still not giving me full power and as the tank is about to run out I have full power for a few seconds and then shuts off. I have no idea what’s wrong. I tried to explain best i can lol. If someone could help it would be greatly appreciated. Thanks.
