Tommy Cooper Statue traffic cone (new - shorty)

On a shopping trip to the welsh town of Caerphilly a statue of the late Tommy Cooper had a traffic cone placed on his head by unknown folk possibly out on a drinking spree the previous night ?
The statue appeared to be not damaged.
