A$$hole throwing unknown substance on passing cars

On June 8, 2024, while passing underneath the Saratoga Avenue overpass on I280S, some a$$hole on the overpass threw a bucket of glue or epoxy or some other sticky substance on the my and other cars passing underneath. Luckily, only a small drop landed on my car. Hopefully the rest did not land on any cars behind me.
I tried to file a police report online with SJPD but they said this was CHP's jurisdiction. However, CHP didn't have an online reporting system. So I never followed up. 🫤
