you dont need empty double belt to make cyclone joker ( only cyclone memory )

not the wind tower. once you got the 8 awaken primal go to the npc called Phil to craft fang joker. found in the Ethernal Traial Building
( you also need to complete the npc quest called Koji in the Ethernal Trial building )

nope. for fang joker you just need 8 awaken primal and Max level joker rider or just the 8 awaken primal
