It's impressive that Billie Joe is able to pull out a pretty accurate impression of Kurt's vocals just for a cover song, especially when you consider all those lame "post-grunge" bands whose entire career has revolved around unsuccessfully trying to sing like Cobain. I bet the guy from Puddle of Mudd is super jealous.

The scream that Kurt Cobain does in Drain You (natural vocals) is nothing like Letter Bomb which was produced in studio using engineering gimmicks. That's why you don't EVER hear screams done live by Billie Joe. It's nothing against the singer, it's just not in his vocal range. A lot of singers have damaged their vocals trying or doing a scream without proper training. Not every singer can scream and Cobain himself did not always scream while performing Drain You live. It's not a big deal that a singer can't scream. BTW, it's spelled h-e-a-r-e-d 😉
