אבנר בן זקן על הינדוס המרחב כאמצעי הכרחי לצדק חלוקתי בכנס "הצעות להנדסת המרחב" SAFA.LIFE

פרופ' אבנר בן זקן, היסטוריון של המדעים והוגה חברתי, טוען כי דינמיקה מתמשכת של הינדוס המרחב חיונית לקיומו של צדק חלוקתי בכל חברה. להערכתו, ניתוח אוניברסלי זה תקף ביתר שאת בהקשר הישראלי, שלפיו בעשורים האחרונים עברה הפעילות היצירתית והכלכלית באופן אקסקלוסיבי לתל-אביב. על מנת להחזיר את שווי המשקל של המדינה, ולקיים את המחויבות לצדק חלוקתי על ישראל לעבור רפורמות אזוריות בשני תחומים.
אחד, הקמת רובד שלטוני אזורי שיתווך בין השלטון המרכזי לשלטון המקומי, רובד שיקבל סמכויות של תכנון, וגביית מיסים מהשלטון המרכזי.
השני, מעבר לבחירות אזוריות אשר בכוחן ליצור ביזור של מוקדי הכח הפוליטיים והתרבותיים ולייצר מדינה חדשה המבוססת על זהויות מקומיות ואזרחיות

بروفسور أفنر بن زاكن، مؤرخ علوم ومفكر اجتماعي، يدعي أن الديناميكية المتواصلة لهندسة الحيز ضرورية من أجل العدل التوزيعي في كل مجتمع. حسب تقديره، هذا التحليل العالمي شرعي وساري المفعول حتى بشكل أقوى في السياق الإسرائيلي، وحسبه انتقل النشاط الإبداعي والاقتصادي في العقود الأخيرة بشكل حصري الى تل أبيب. من أجل إعادة التوازن للدولة وفرض عدل توزيعي، على إسرائيل أن تمر بإصلاحات إقليمية في مجالين: الأول، إنشاء سلطة إقليمية تتوسط بين السلطة المركزية والحكم المحلي، سلطة تحصل على صلاحيات التخطيط وجبي ضرائب من السلطة المركزية. الثاني، التحول لانتخابات إقليمية والتي بمقدورها أن توزع مراكز القوى السياسية والثقافية وخلق دولة جديدة تعتمد على هويات محلية ومدنية. ألقى أفنر محاضرته في 13.11.19 في معهد أبحاث البحر الميت خلال مؤتمر "اقتراحات لهندسة الحيز" وفي نطاق لقاءات "مساحات وحواف اللغة". معلومات اضافية وباقي محاضرات المؤتمر تجدونها على الموقع www.safa.life
Prof. Avner Ben-Zaken, a historian of science and social philosopher claims that an ongoing dynamic of spatial design is vital to the existence of distributive justice in every society. According to Ben-Zaken, this universal analysis is even more valid in the Israeli context, whereby in the past decades creative and economic activity shifted exclusively to Tel Aviv. In order to restore the country's balance and uphold the commitment to distributive justice, Israel must undergo regional reforms in two areas. One, the establishment of a regional governing entity that will be a go between for the central and local authorities, an entity that will obtain authorities of planning and tax collection from the central government. Two, beyond regional elections that can generate a decentralization of political and cultural power hubs and create a new state that is based on local and civil identities. Avner's lecture took place at the conference "Suggestions for Spatial Design" at the Dead Sea Research Institute on 13.11.19 in the "Language & Liminal Spaces" sessions.
