7:24 Pichu was HARD nerfed in 3.10, all of its electric moves did more recoil and his f tilt killed at 120% pre patch but post patch it killed 140% (at least what I heard) pichu was top three before that nerf.

I would have done it but I'm very late , but to be exact it's more that their gender isn't said either so that people can leave it up to them , or to identify to them , like Frick , i mean Frisk , so they aren't really "gender neutral" it's just anybody can call them however they want , though the very big majority of people call them with feminine pronouns which is pretty frustrating after a while
The bouncy ball move is meant for recovering and punishing edge gaurding.
The Gaster blaster move may be a reference to possibility that Papyrus' special attack is one
