For future reference, you could have mixed fire and water to get steam, then steam and oxygen to get air, then air and oxygen for breath, and finally breath and air to get wind much earlier.

First time seeing this game so thought I'd play along but I would start with Water as first in the list, and I made the extra restriction you can't use Fire, Wind, Earth even after you reach it.
What a fun and frustrating challenge lol.
I managed to get sharks into sharknado pretty quick (13th unlock). I thought for sure I'd have wind in no time, but boy was I wrong. Eventually after giving up on wind I proceeded to just try and expand out to see what other stuff I could unlock. Felt like everything leads back to pirates....
I finally after I got to 183 unlocks I got warrior, which lead into war, which turned into tank, into oil, into fire (227)!
Some how I then stumbled upon Golem, which lead to Titan, into Atlas, into earth! (247)! 2 down, 1 to go!
Trying to go back to sharknado i got Sharknado 2, Sharknado 3, Sharkicane, Capitain Sharknado, but no luck turning this into wind. I then managed to get Zeus into Thunder, storm, tornado, hurricane(276). I was like for sure I got to be super close now! But still couldn't get it, Blizzards, snowstorms, tidal waves, I was just getting further. Trying to stir up some more options led eventually to disaster, ice tornado, sandstorm, dust, dust storm, dust tank(335), but still couldn't get it. I then eventually got to leaf blower, tumbleweed, dust bowl, dustorce, vacuum, black hole (385), but still couldn't get wind. Then finally I got to global warming, leading into hot air, into cold air, and then finally WIND!
428 Unlocks to get all elements without using any other starting element but water
