5 cups Flour
4 tablespoons Sugar
2 tablespoons Yeast
1/2 teaspoon Salt
2 large Eggs
1 tablespoon Rose water
400ml Milk (warm)
4 tablespoons Oil
250g Butter (melted)
Extra flour for dusting
Icing Sugar for dusting

Yes you can but it will be little more crunchy. Phyllo pastry is good if you want to make Baklava.
