彁 isn't that unique, it is one of many 'Error characters' which are the result of someone misspelling a character or copying down a character wrongly. In this case, a part of a character was unclear and the scribe wrote 彁 instead of 彊.
The character was printed in an old newspaper, and there are two possibilities: either the newspaper has been rubbed off or the printing technology used at the time was not very good.
Japanese language doesn't use space. So, kanji is used to differentiate certain words when you write something. For example 神, 髪 and 紙. Each kanji meaning are god, hair & paper respectively. But they have the same pronunciation, 'Kami'. Of course Japanese people can still differentiate it based on context and tonality, but it's still convenient to use kanji instead. Also, kanji can save space and character limits too.
