I think bullwhip is just one of many of the effects/spells that sometimes you can see even through fog

The hero location stays where it died until it revives as far as i know, so if you have vision of the corpse thats why you see the items update.

Some abilities can also appear in the middle of the map like Sniper's shrapnel, beastmaster axe, etc even though they used it somewhere else.
