Your explanation of how rail guns work is... Somewhat off. It isn't strictly an electromagnetic force that propels the projectile. The projectile itself closes the loop for the circuit, that produces the forces on the projectile propelling it forward. Coil guns use strictly electromagnetic forces to propel a projectile. Somewhat similar concepts. Easily mistaken for one another.
Regarding MIRVs - I wonder how widely each warhead can be placed? I'm guessing they can be dropped along it's flight path, and each warhead will glide during re-entry to individual targets. But probably not much more than a few hundred miles apart? Anybody know better (obviously I'm not requesting anything classified)

Plasma is actually very reflective to radar 27:22
Edit: it reflects radar below certain frequency so plasma will work for high, frequency radars.
