They are SiRcoms, DSAs, and other custom speaker sirens on Federal Signal UltraVoice controllers with this custom tone. Those custom sirens are made by AD engineering. The sirens that are fitted with Federal Signal UVs I believe are either newer ones, or older ones that had issues with the original controller. Ik for sure there’s sirens in Seoul with FS UVs. There’s a pole mounted DSA somewhere in Seoul outside the city that has an MCP controller

However, that would vary considerably after and perhaps in response to events in 2010-11, 2013, or 2017-18. They also sound on June 25th to commemorate the beginning of the Korean War. Don't be surprised. That's a regulary evacuation drill siren. Korea is very safe then and now.
