The indexing can be impacted by this to some degree. The initial indicator to the BCM/RDM that you're opening the door is that you begin to pull the door handle. That initial movement of the door handle results in one of the two switches on the door latch related to window indexing to begin to move with the door handle movement. If the amount of door handle movement communicated to the door latch switch is reduced by the exterior door handle bolt being loose, then yes there can be a case where pulling the outside door handle may not result in the window being indexed downward while opening the door. Although, most window indexing issues are usually related to the door latch assembly itself.
