Here's my two cents, a person who's done such does not stand before and address the congregation. the elders of the church address the matter and gets resolved with all the parties (wife, girlfriend, Bishop, elders) involved. If they need to go for counseling for the wife's sake the do that, and only when all that is satisfied the elders then go to the church, give an update and then have the Bishop reinstated.. that is why a proper structure of a church is crucial.
