They will but in exchange of Steve's life. Buck might become the new captain America but he will act differently. He won't compromise if the situation is between life and death, he'd kill. Which is sad. I want him to remember Steve and not retreat to Winter Soldier mode. Also if Steve dies, eventually Bucky will follow, the "until the end of the line" thing. And it makes me even sadder.
