As per laxmikant.. in assam governor holds the power to restrict the law..nd in meghalaya tripura and mizoram president holds the power..

In the autonomous district and regions of Assam only governor have power to restrict or modify a law of state and parliament .. meanwhile in Meghalaya tripura and mizoram the application acts regarding state law is with governor and that of central law /parliament legislature is with president
