I am currently an angela main.
I find using the 15% CD boots really helpful in the early, then twilight stream instead of scepter of reberv for more CD as 1st item.
Next would be the 10%cd reduction from the small magic grimiore
Will take ardent dominator early when the enemy assasin is good, to improve survivability
Boots then switching to magic pierce boots in the late game when I get enough cooldown
