The reason they're able to move in your time stop is because if you stop time before you go to attack they're still able to move but if you attack them then stop time it will be fine
One thing I must comment on is that it makes sense for DIO to be harder than Diavolo because in the anime he is both more powerful and TW is more powerful than KC they’re not equal
