Most people are focusing solely on "Guy has no bijuu or sharingan", and I agree. However, what I liked the most is that Guy actually rebuke Madara' statement. Whereas Madara only thinking about himself, Guy (and by extension Hashirama and that monk from Sand) truly believes in the future generations.
Madara is one of the most well-built villain. Imagine making his debut in the final battle despite the number of episodes Naruto-Naruto Shipudden have. All we knew was he was the final boss and the strongest baddy (till Kaguya appeared) .
This was one of the best moments of the anime for me. Since the very first time I ever saw Guy appear, I knew he was one of the most badass characters of the entire saga.
8th gates alone could've killed Madara had Guy continued fighting longer, but the immense pain prevented him to do so. If that was what 8th Gates could do to a 10-Tailed Madara imagine if he had Hashirama cells to remove all the pain from his attacks.
It may be true that Madara had referred to Guuy being the strongest Taijutsu user... but at that particular moment of the battle no one else could stand up to Madara. The Kage couldn't, Kakashi couldn't even Hashirama and Minato failed. So yes, at that time The Sublime Green Beast of Konoha, Guy Sensei was the strongest of all.
