Both. My wife's employer in the late nineties was put out of business by directly targeted Chinese knock offs. The competing Chinese manufacturer even approached them at an American trade show with a buyout offer for their brand and customer list.
American politicians and business people sent our manufacturing base to China, this did two things, first is hid the inflation problem and two, it gave Wall Steet a huge boost in profits. It Also helped us spread the influence and power of the US dollar, we paid them in dollars and they borrowed more in dollars (bonds, US treasuries), it was a win/win for government and Wall Street.
