    One of the defining features of the Cold War was pretending everything was fine when it clearly was not. This cheerful educational film (originally titled as ‘Walt Builds a Family Fallout shelter’) on how to build a fallout shelter at home is perfect example. It was released in 1960 by the U.S. government's Office of Civil and Defense Mobilization (OCDM), working with the National Concrete Masonry Association.
    The concept of do-it-yourself projects took an interesting turn in the late 1950's when it was accepted that adequate shelter would be needed for Americans to remain safe from the harmful effects of fallout radiation in the event of an enemy atomic attack. A new government agency, The Office of Civil and Defense Mobilization, spread the message of fallout protection while making it clear the Eisenhower administration had no intention of funding a public shelter program. Instead, an information campaign of literature and films was launched to push for privately built shelters in individual homes. The centerpiece of this campaign was a pamphlet titled The Family Fallout Shelter, which instructs readers on how to construct several different types of shelters both efficiently and economically. Walt Builds a Family Fallout shelter features this publication while offering a step-by-step demonstration on how erect a basic fallout shelter based on plans in the pamphlet.
    When introduced, host Walter Durbahn is giving the neighbors a tour of his newly constructed home shelter, perhaps to dispel the belief that if aware of the shelter’s presence they would kick down the doors to occupy it. Describing the process he followed, Walt modestly remarks “I spent a few evenings on it (the shelter) and a couple of weekends. It’s not so hard, anyone who’s not all thumbs can do it. And here’s the way for anybody to do just what I did!”
    Flashing back a few evenings and a couple of weekends ago leaves the viewer and Walt in an empty basement with a stable, windowless corner soon to be modified into a home fallout shelter. Walt makes it clear that the entire set of plans he followed were taken from the Office of Civil and Defense Mobilization’s guide book, The Family Fallout Shelter, which provides material lists, measurements, and supply tips. He also references a much more obscure pamphlet entitled Mr. Atom and his Sinister Blanket. Exactly why this publication is presented is not discussed in further detail, but was likely one more source of getting information on fallout and its dangerous presence. Walt begins to demonstrate the techniques of shelter building from the ground up. Stressing extensive planning before permanently setting a single stone, Walt's shelter effortlessly rises.
    Following the Masonic tradition of laying the corner stone first, the bespectacled Walt shows he has mastered more than a layman's knowledge of the contracting profession. In actuality, Walter Durbahn hosted his own television show, Walt's Workshop, where he walked audiences through a new woodworking project each week. Once the foundation is set, Walt takes a time out from his handiwork to present a promotion for concrete blocks as the most effective means of blocking radioactive rays, no doubt a stipulation added by the National Concrete Masonry Association.
    Walt continues by supporting the ceiling of his shelter with heavy timbers and uses the leftover concrete blocks, already noted for their ability to block radiation, to further increase fallout protection. Walt urges the do viewer to build the shelter around the larger supplies found inside, such as bunk beds, shelving, or tables. His shelter complete, Walt signs off by lighting his pipe, and conceding that he must paint the outer walls to please his aesthetically minded wife.
    To conclude the film, O.C.D.M. director Leo A. Hoegh speaks from his Washington office to explain that no home can be considered modern without a fallout shelter. Although federal agencies would continue to promote private fallout shelters throughout the Cold War, Walt Builds a Family Fallout Shelter would be declare obsolete by 1965, likely because it makes no mention of the National Fallout Shelter Program, which was the main objective of American civil defense policy in the mid 1960's.

    When I was a child in 1977, I remember there being a contracting business in my town that you would pay to come to your residence and build you a nuclear fallout shelter. My best friend had one at his house and it was pretty damn big and deep. They had survival gear, cots, food and drink stored down in it. It took at least two to three people to open the heavy duty door to it because it was made to somewhat take the abuse of an atomic blast. Strange times back then. Then disco hit in 1978 and the world got even stranger. ;)

      @ME98878 I don't remember the name of the company but I remember that after the Cold War ended, that bomb shelter business converted to building storm shelters. I guess that proves that you have to roll with the changes if you want to keep in the money game.

    I saw this as a kid! And many others. Our neighbors built a bigtime fallout shelter in their backyard in 1959-60. It was creepy! We didn't have basements, so would have to dig one separate from the other house. Some had air filtration systems, food, water, radios, fully stocked for doomsday! Kind of like preppers now. Although they'll be well fixed for climate emergencies!

    Technically this should still be a viable fallout shelter(not being in the blast radius) for protecting against radiation particles and penetration of materials? Alpha , beta, gamma, x-ray and neutrons. 24 inches of concrete should do it. But being in the basement already, you would have several materials already blocking partially.

    Only discrepancy I see in this is that you’re laying heavy concrete block on a slab. Code or not, it could lead to cracks in the basement floor. If possible saw cut the floor and put a thickened area of concrete underneath. The wall leaving an expansion joint for movement. Also, I’d be a little concerned about the dry blocks stacked on the ceiling. I’d prefer a poured concrete ceiling with rebar. This is also a great weapons vault if you put the right door on it.

      I agree with you. I would be very concerned about the lack of a door as well as all that weight on that lumber. Remember even though it is not a blast shelter, it still needs to be able to take a shaking when there is a ground burst nuke used at a distance. There also needs to be something to pump out the water from the rain when the windows upstairs gets broken from the shockwave.

      Well it would actually help in protecting you from most of the nuclear fallout. Concrete is really good at protecting your from fallout, that plus the house above it would most likely block out almost all of the radioactive fallout.

    I'm typing whilst watching this... I absolutely love the fact that he used non powered hand tools (at least on camera) This man knows how to use a hammer. A seemingly lost or at least rarely known art.. I'm loving this... Unfortunately he can't paint for shit but neither can most people so it's not that big a deal... Sounds like there was a cosy deal going on between the C.D. and the concrete block manufacturers... It's unfortunate that there wasn't more of the presentation dealing with planning the layout and what minimum areas would be needed for say a family of three or four and for how long certain structures could be used. Also how to install or make use of existing plumbing or wiring... But still it's a video for another and supposedly less complex age. Great video... thanks for making it available.

      The presumption was that you would only need it for a maximum of 2 weeks, that water would likely be radioactive and that the power grid would be totally offline.
      The national archive has several fallout shelter plans for different sized families and the book used for this video.
      The focus of this video is construction. You can make your shelter as large or as small as you'd like using this information.

    In the early days of fission devices this was a reasonable course of action. Thermonuclear warheads however, produce isotopes that linger for hundreds of thousands of years. The altitudes to which they are carried far exceeds that of the old atomic bombs, allowing them to spread worldwide within a couple of years. Sure, we tested some of these in the Pacific without killing everyone, but the shots occurred over a long period of time, thousands of miles away and the fallout had time to spread itself very thinly. Thousands of these things going off in one day, which would occur during a full scale exchange between superpowers, would be an entirely different matter. The shelters that are present for public and military officials are there only to ensure that they survive long enough to launch a counter strike.

      Chew, Thanks for your response. There are 200 nations in the world, and many of them are not on either side of the conflict between the US versus its adversaries. The US has built a world empire since WW2, so the world condition hinges on the perspective, policies, and actions of the elite who control the US gov.
      Here are the sides for you: One side is the US and its NATO client states, combined with Japan, NZ, Australia, Israel, South Korea, and the Sunni Arab Gulf States.
      The other side is every country that opposes US imperialist and colonialist policies. These nations include China, N Korea, Russia, Serbia, Pakistan, several central Asian republics, Armenia, Belarus, Iran, Syria, Venezuela, Argentina, Brazil, Bolivia, South Africa (and several other African nations, including Eritrea, Angola, etc.), Nicaragua, Mexico, Cuba, etc.
      There is a third group of nations that have hosted US bases, or have done a lot of business with the US, but which harbor suspicion and distrust of the US. Philippines, Greece, Hungary, Turkey, Egypt, Azerbaijan, Kazakhstan, etc. Several of these are even (nominally) NATO members, but major portions of their populations would never support US regime changes and wars of aggression.
      There is a fourth group of truly non-aligned nations that play all sides, to their benefit. Some of these are India, Switzerland, Chile, Peru, Ecuador, Uruguay, etc.
      Cold War 2 is primarily between the US (and its NATO sidekicks) versus China-Russia-Iran-Syria-N Korea.

      Hello Chew, I have worked with some Turkish engineers in the past, on HVAC projects. They were smart, reliable, and friendly. We did not talk much about politics, but they were both hoping that Turkey will eventually take back some of the territory that it lost at the end of WW1.
      If Turkey wants to take back some of northern Syria, I have no problem with that, if the Turkish Army restores public order, maintains the rule of law, arrests all ISIS members, and executes any of them found guilty of capital crimes.
      Yes, it is quite possible that Gulen was behind the failed coup attempt. We have to wonder if any one of SIXTEEN US security agencies played a role in this......
      Yes, it looks like Turkey and Russia have renewed and strengthened their ties. They are natural trading partners. Many thousands of Russians love to vacation at Turkish resorts, and Turkish fruits and vegetables are welcome in Russia. Turkey is in NATO, but I doubt if it would support a US military intervention into Ukraine, Transnistria, Abkhazia, or Ossetia.

      Use sandbags. Less than $1 each when bought in bulk. About 400 should build a shelter this size.

Resend your reply you just made several hours ago, but, minus the off-color words ("F"... "hell", etc.). I'd like to start a conversation on this stupid issue of censorship by TH-cam.     If a thicker wall is better, and blocks are cheap (were, I know they're not anymore), then why lay the blocks lengthwise along the wall? Turn those sideways. It'll take more blocks, but the wall will be twice as thick.

      Soil is an even better shield of radiation. It's typically denser and often has water content. Water is a very good shield against radiation. Concrete blocks are for building the shelter and having something that looks and feels like a dwelling, a floor, walls and ceiling.

      Ideally, you make it 2 feet thick with concrete or 3 feet with soil. Sandbags work well for this, especially if you use rebar. In this video, the roof is not nearly thick enough on its own. Nearly a foot of concrete with two blocks. The ceiling is supplemented by the mass of the house above. Concrete is very heavy. More supports should be used for peace of mind to help prevent collapse.
