He cant sense her because her power level feels like the billions of other people on Earth. Goku can locate enemies and Z-Fighters just fine because they are all millions of times stronger, so they stick out far more than everyone else.

Ha facts Goku also Alexis Shenron already brought Vegeta back to life before when Mr Popo asked him to revive all those that were killed by Frieza & his men on Namek so Vegeta can’t be revived again
Also, wouldn't Majin Vegeta still be classed as a really bad person since he ended all those innocent lives. He may not have been brought back anyway even it was Porunga fulfilling the wish.

The dub has made a few errors like when Goku said that the supreme Kai was gone when piccolo just said that he was still alive. Japanese sub and Kai translations were better
