No sadly, it’s just characters that appear in the main series. The only way I think they are in a interactive story is through someone’s special outfit story that’s a interactive character (ex. Ais or Riveira). But the only problem is that we didn’t get any for the gacha units, probably due to the whole covid-19 situation. Not sure when they’ll add it but probably for part 3 of the Anniversary, we’ll have to wait and see.
No, there never were interactions with already dead or MIA characters, or collab characters (outside what you might find in the event story). The only interactions characters have outside event stories, are the costume skits, or the missions for the characters. There aren't many of those tbh If you want to learn about the story without playing the game, surely you can find it on youtube
