Can you control (flare/direct) only a squad leader & his 5 guys on the boat or can you also control/direct other boats of heavy and have them follow a particular leader as well? Could I direct 8 boats to follow two different leaders by assigning them particular roles to follow different leaders? Or are the other boats only controlled by normal red flares? Thanks!

I can't even figure out how to use the Zooka Fan. He's unlocked, but I can't select him as a Leader. The "Select Leader" button is grayed out 😢

The Leaders flare is only for the boat they are on
