Nowadays there are too many laws that make foreigners' life difficult. Football is not only about players. So, they will need to open the country for foreigners to feel safe to come there. As well as the limit for foreigner players. 4) The players itself. If you take countries like Brazil, Argentina, France, Spain and England they are the countries who export more players in the world. Honestly, even if they have the passion (which is something) they also need to have more of their own players as well. From what I can see they can easily become the third to second, but it will need a number of other factors to beat Europe.
1) Language barrier. Players at some point will need to learn Arab as well as having a multilanguage approach.
2) Culture. Let's be honest, the culture over there is too different and even if the best players start to go there it will be hard for people to follow them.
3) Laws. Nowadays there are too many laws that make foreigners' life difficult. Football is not only about players. So, they will need to open the country for foreigners to feel safe to come there. As well as the limit for foreigner players.
4) The players itself. If you take countries like Brazil, Argentina, France, Spain and England they are the countries who export more players in the world. They have so many players that their leagues can have a "decent" amount of team in a proper way. So, in order to Saudi club manages to do that they will need more of their own. And not only a random player, but a lot of good ones. For that to happen, another thing they will need to solve is: the inequality and other social aspects in the countries in the Middle East.

We startee football shortly after European leagues but to this day we are not at the top, reason is simple we have so much money that we make tons with no effort this is why our players and leagues dont care, our players makes enough with no effort and they dont have interest unlike westerns where you have to give all you have to be the best. So now that oil sales are decreasing, our kings finally realised that we needed to change. Not just football there are no saudi doctors, although we go to school but they dont teach us enough to become doctors or work in tech companies. We have pakistani, indinas and Egyptians working these jobs, we just own bunch of place and make money off rent, foreigners cant buy their own property they’re forced to rent it so more ppl come looking for job and locals are putting properties up for rent, in our state jeddah there are more foreigners than saudi and now its time for us to get up our asses. Im one of them but i always felt incomplete and lazy i always admired westerners bc i see they’re working since teens and built everything themselves unlike us arabs who are living off their parents their whole life, not just rich ppl but middle class and poor
