Back in the day when the discussion of where Victoria's capital city would be, gold mining was huge in Ballarat but it didn't have its own port as it's away from the Coast, people wanting to get on board with the gold mining moved to Geelong and Melbourne where the 2 main ports are. On maps, Geelong was shown to be closer to Ballarat but because Melbourne didn't want Geelong to become too big, the maps and land were redone making Melbourne closer. Being closer to where major gold mining happened made Melbourne the ideal place to move and therefore became the capital city of Victoria as their population was larger than Geelong's.
