As an aspiring TV creator, I came up with two shows with the same kinda genre. My very first is a genre-bending, action-packed detective show and another is a crime show that is filled with action, comedy, romance and emotion.

agree, when it comes to a crime type of story or theme everything becomes logical and technical, if your evidence doesnt satisfy the outcome then it becomes unsatisfying and unbelievable, the more emotional a crime drama is the more you have to double down and take careful steps in being logical and technical to keep your audience in the moment and trance, one single mistake can collapse every block you built to establish your story, my best example of this mistake is The Batman where the characters dont make sense all because they go against to each their own logic and the world's logic, all to induce and invoke an emotional response that becomes nothing but icing to no cake.

Make friends with the police department you are writing about. I used a fictitious town, but very much based on a real small town. Move there for a month, if you aren't familiar with the area. Every place is unique.
Now, protagonists are flawed. No one is perfect.

What has to happen in the first 10 pages of a crime drama?

You must be hooked; you must want to know happens next. One good thing is to involve the audience, let them to solve the crime with you.
