Electrolysis can't really do that very well. However, if all you want to do is remove zinc, you can do that by putting the galvanised steel in dilute hydrochloric acid or something. The zinc will dissolve off very quickly while the steel itself will only react slowly.
Add 5% sulfuric acid will make bright copper plating
