Hello ankkss,
Stepped lugs on the valve seat are provided to prevent the sleeve being screwed down too far and restricting flow of escaping steam.

Why do we call waste steam pipe sir?

Waste steam means the steam which have been generated but not been utilised and wasted as the safety valve lift !!!!
The pipe carrying such steam and depressurizing the boiler is called waste steam pipe!!!!
