᎒ Bakugou was interning at Endeavor's agency so he was put on an assigned mission along with Shoto. They were ordered to to patrol a ruined area as there were still people living there and alot of criminal or villain activities happened there.
Bakugou and Shoto split up and began patrolling opposite parts of the area. The area was filled with ruins and buildings were not looking sturdy. As Bakugou went on his path of patrol, he spotted a familiar figure. The figure seemed to notice him and ran away to a much secluded area. Bakugou ran after him and of course it was Deku. Deku was there as he was ordered by Shigaraki to find someone from the area. Deku was quite fascinated of the area so he agreed to Shigaraki's request but little that he knew, he was going to encounter his childhood friend.

If you were wondering why Deku had a gun, that gun was not a normal gun as it was given to him from Dr Ujiko. The gun contains special bullets that are filled with temporary paralyzing fluid that could easily make someone limp and faint as they were hit with it. He used the gun to his advantage and shot Bakugou to avoid a serious fights as the ruins could easily and instantly fall over because of the tremors caused if they had a fight.

Bakugou refused to use his quirk because he was also aware of the buildings state. He didn't want to cause a whole destruction in the ruins as it is already bad as it is. The tremors from Bakugou's explosion could definitely cause ruckus so he avoided using his quirk. If you ask me, he was quite on the down side here. Deku knew that Bakugou would catch up to this information so he tried to tick Bakugou of so he could use the gun on him.
