I am a licensed Immigration Consultant who deals with issues such inadmissibility etc. I could confirm from my own practice is that the proportion of folks leaving after their permits expiring are less than 1%, 99% adopt some ways to stay. IRCC does nothing. IRCC sends a letter stating that "you are now a person without status in Canada and if you do not leave, enforcement action will be taken against you". That is it. There has never been any proactive enforcement action by CBSA. The moment I ask my clients to leave, they stop responding to my email and hire somebody else. This is the reality. This government has created a huge mess which will take decades to clean, if at all.

An "estimate" of those who have left?? Really?? Is there a cross reference to names of asylum seekers vs those with expired visas?? If exiteers would be required to fill out a mandatory document upon their exit (who they are, their entry purpose and date, their exit intention) like many other countries require, that might be better than an "assumption" or "estimate" of who has left permanently. There is a significant rise in asylum seeing applications. Any link here?? As an "asylum seeker" they will get a hearing, rights to an appeal, and generous benefits while they wait.
