If he was so short of cash that a few modest rate increases threw the whole pipe dream into chaos then he was, obviously, hopelessly under capitalized to begin with. The only way in which Andrews has "put Victoria on the map" is by turning the State into the much publicized economic basket case of the entire country. This whole fiasco had now cost us
