Massive overuse of thinning/texturising scissors used to create this short, spiky style, then a very rough blow-dry and hairspray used instead of a wax/texturing product to finish with. This is a "get them in and get them out quickly" set up. Probably rock bottom prices charged here, so you get what you pay for!
