I think the reason why Craig doesn't talk is because he has social anxiety or an anxiety disorder called selective mutism. I used to have it when I was younger and I still have really bad social anxiety.

He does talk, but only if someone was trying to talk to him, and even if i was two seats away i could barely hear him. It was fascinating to witness all of this.
