This white strip is a "PP strap" that is plastic strapping band and often used for packing work. This is in order not to slide while sewing (sewing gap). When the thickness of the fabric is different, the pressure of the presser foot and the feed dog are not stable. Putting this tape means adding the height. Its pattern paper - its a kind of very thick stiff grease proof type paper. I use crafting card and it works for a few goes and then you have to replace it.
