On your Business Rule I would add one more condition.Problem is EmptyThis will prevent the BR from creating a second Problem record.

From my perspective: "State - Changes to - Resolved" should be.
why we don't use After BR here.as problem is different table.when we want to change on current record we use Before BR.please guide!! thank you!!
