has to do with stability and wave action. the tip doesn't bob up and down much but the surf pushes it side to side easily, so its more stable to let the larger muscle group deal with the strongest forces.

Just point and shoot...and get close to the fish..it really depends a lot on what fish you are shooting and what "weapon" you are using, also where you are counts too.
