I don't believe suicidal people are in the proper mental state to make that judgement call, especially before exhausting all their options. However, I do not believe that having cosmetic surgery is as dangerous to a person's life as some of the examples you gave. As for who is to decide what should be restricted or not. I leave that analysis to people in appropriate fields. They can do a risk/reward assessment.
