Poor Jotaro keeps getting demoted as he gets older along with his muscles. From main character to side character to minor character, and now in part 6 he's relegated to damsel in distress lol.
It'd be pretty boring if Star Platinum just solved every present conflict with timestop. Or any single technique for that matter. Same with the Zoom Punch, Clacker Volley and Star Finger from their respective parts. It's just not in Jotaro's nature to rely on one strategy to solve every problem, especially in Jotaro's case wherein he was granted that ability by his arch-enemy. From an in-universe angle, I think he even states that he only ever uses it as a last resort; correctly assuming that The World shouldn't be abused like it was in DIO's hands. Not only this, but essentially everyone who had any connection to DIO is aware of The World and how the ability works at this point. The secret of his ability was DIO's primary advantage against the Crusaders, Kakyoin giving his life in order to reveal it. Without that protection, Jotaro's enemies have all the time in the world (whoops pun) to plan around his timestop. Makes it considerably less effective, on top of it's decline in duration.
Same trajectory that Joseph had, by the way. He went from main character in 2, to side character in 3, and minor character in 4. Except Joseph stays remarkably consistent even in senility because the viewers are well aware that he's already fought the final boss, TWICE and at this point is just kinda fucking with everyone that's fractions of his age. Literally and metaphorically, it would seem.

I think you're vastly overestimating utility of such an ability when the guy already has Star Platinum. Let's recall that Star Platinum can: steal objects from nearby rooms, bend solid steel bars, punch through stone as hard as diamonds, extend it's finger into a sword, catch bullets at point blank range, speedrun brain surgery, enhance user's vision over 200x, suck the entire atmosphere out of a room, draw photorealistic sketches in seconds, and punch the ground so hard that it makes it's user fly. He just doesn't need to use it, man.

I'm really dissappointed with the CGI in this fight. I really liked the mahattan transfer fight in the manga, but the really off looking CGI in this fight just kinda ruins it for me.
He was distracted. He was too late to realize that Whitesnake was waiting behind him and found out the real plan was for Jotaro to stop time. Even if Jotaro focused on Whitesnake and let Jolyne die, Jotaro would lose his will to fight and let Johngalli A. shoot him. Regardless, Dio would win because one of his supporters killed the strongest member of the Joestar family. (You may be wondering that Josuke and Giorno are alive and even Joseph but Johngalli A can easily kill them with this rifle if they do not know how the ability works.)

It's because the strings aren't her stand, her stand ability is to turn herself into strings, he was touching and ripping off jolyne from his gun.
