I knew there had to be a reason why is seemed (and sounded in the video) like it didn't have enough power. Looking at that mess it is a surprise it did as well as it did! A friend had one back when they came out. His was a '92 that he bought in either '93 or early '94 and I know it would pull that chisel with no problem at all. You need a couple more suitcase weights up front (he had a full rack of 20 IIRC) and definitely some rear wheel weights. Expensive I know, but so worth it in hard pulling or slippery conditions.
There a lot bigger deference in hp the 10 hp between the two. 4960 alot more tractor then 4450. So if your 4960 that comparable. Then definitely something wrong

I’ve got a 4560 MFD powershift it’s at 230hp on the Dyno. We’ve always pulled 16 ft 16 shank chisels here. Nice tractor

Our 4955 and 4960 both would flash the air filter light over 2000 rpm
Nest in the air intake? That'll do it every time. I had that happen to me on a four wheeler, years ago.

We run an 8110 JD 180hp pulling 11 shank case soil controller at 4.9mph. chisseling at 6mph is too fast
