Linear RAW profile is very good at recovering highlights but other corrections will be required as the resulting image is very flat. I have a number of linear RAW settings saved as favourites to do all the necessary for a good image.

Why not take advantage of AI capabilities of ON1. Select the sky, then reduce highlights, done.
