There are too many different brands and types to pick a best one. You need around 350°C for the foam to stick. Most devices have 2 or 3 levels, others can program the temperature and/or air flow. Some devices (mainly the very cheap ones) are too hot, even on the lowest level.The 1600W devices are good, 2000W too but there's a greater risk of being too hot. They will all reach or even surpass 350°C, as long as you don't use a hairdryer. Don't know what you mean with spray before heating, so the answer is No.
