Lottery and prize winnings don't have a " windfall tax " on them, you just get 100% Casino, Lottery, Sweepstakes, Game Shows, Contests, whatever. It kind of hurts a bit that you get taxed on your winnings in the states, I heard that when Oprah gave everyone a car, a lot of people had to pay income tax on it, something like 30% of the car, and it's really unfair - a lot of " winners " had to give it up.

She should have never taken that lottery ticket. At 2500, the IRS will want their cut for taxes. So while she gives him 700 back, she'll have to pay taxes on the full 2500. So she'll be out hundreds when tax comes. Even if she forgot to pay 1 year, they can pop up years later telling her she owes them. In my state, they charge a tax rate of 24% on lottery ticket winnings. So she would owe over 600 in taxes. And I bet the IRS eventually asked for it.
I would assume they take it out of the winnings before you get your money. But I don’t play the lottery, so I wouldn’t know. Edit: I googled it and it’s both. They withhold 25% and then you owe more if tax rate is higher
