You need to deal with she scrap slug, all real machines eject it downwards otherwise it can land anywhere and damage the tool on the next stroke. Two graded waste chutes would be better on for the product the other for the waste.
I don't get it either why this die setup is reversed from design of. typical compound. That's the reason slug from center is not pushed thru die but is left on the strip.

Solved by a simple knockout at the next station or two depending on design intent. Can be as simple as a screw attached to the punchholder with a tilted tray mounted below.
The strip is usually on sprung loaded guides. The guides are pushed down with pins slightly before the punch hits the strip. Once the piercing has been completed the washer will sit on the top of the strip and then be lifted clear of the die until the pins leave the guides. This prevents the washer being forced into the top die or back into the strip and allows it to sit on the strip to be carried out of the press. Or if the press is tilted, the washer will fall out the back. This is called a compound tool.

Generally, the materials used for punch and die, holder, are SS400 or S50C. There is not much difference between the two. Among cast iron types, FC250 is used. When high rigidity is required SKS3 is used after heat treatment. Roles of the springs:
1. To set the punches and dies at right positions before punching.
2. To remove the parts that are stuck after punching.
