They have the same meaning in RTFO test also. Shear mdulus is applied stress divided by resulting strain. Phase angle is the lag between the applied stress and resulting strain.

jnr difference pass nhi aa rha kyakarna chahiye
It means binder is not meeting the rutting criterion. Change the source of the binder.
