Tiller's ARE ladder trucks, because they have a ladder on them. The term Ladder Company is broad use and doesn't actually have to mean a ladder is in use. The Philadelphia Fire Department has different procedures for accidents depending on their severity. They send an Engine, Ladder and Medic unit to medical calls on the highway and are dispatched as accident calls. They send an Engine, Ladder, Chief and Medic unit for minor accidents. And for rollovers/more critical accident situations they send an Engine, Ladder, Chief, Rescue/Squad and an ES Officer (EMS Supervisor). They tend to send the ladders for traffic control to provide a controlled environment as Philadelphia is a large, busy city with lots of traffic, so it helps to make scenes safer for first responders, in addition to carrying extrication equipment. They send a Battalion chief because in the event there is confirmed entrapment, who is going to hold command of the scene and coordinate what will and will not happen to ensure the safety of trapped occupants? It's interesting to hear you don't send either to accident calls but different fire/ems agencies have different protocols.

Ben Bradway Well, they do have seat belts, but 50's station likes to be out of the bay quickly whenever a job comes through, so they tend to get on as much gear as they can in a little amount of time, and when the truck is rolling, the rest comes on. I wouldn't call it a dumb move, but it's just my opinion.
+Ben Bradway seat belts are a plus in a crash, but they make the prepping of your PPE and air pack damned near impossible. Trade offs are made, just tell the driver not to crash.
